  NO PASSED WILL BE FAILED: The Haryana Public Service Commission ( HPSC) has decided not to nudge out candidates declared successful in the HCS preliminary examination results declared in May. When asked about the probability of some successful preliminary exam candidates unable to figure in the revised result, HPSC chairman Manbir Bhadana said all candidates declared successful in the previous result will be eligible to sit for the main written examination. When asked as to how much time the candidates would be provided to prepare for the main examination after the declaration of revised result, Bhadana said the commission would consider the issue after going through the high court orders. During the course of the hearing in the high court, the counsel for the petitioners had sought a reasonable period for the conduct of main examination after the declaration of revised result.
Puneet Bali, counsel for the commission, had verbally informed the high court during one of the earlier hearings that the commission would provide three months for conduct of main examination after declaring the revised result. However, the issue was not discussed in the court on Monday and was not part of the order.
HIGH COURT ORDERED HPSC TO FORM A COMMITTEE AND DECLARE RESULT ON PERCENTILE BASIS

The Punjab and Haryana high court on 3rd December, 2012 directed the Haryana Public Service Commission (HPSC) to constitute an experts' committee to look into the issue of wrong questions and answer key of the preliminary examination of Haryana Civil Services (executive branch) and other allied services 2011. The experts committee will consider representations of the candidates. On 3rd December a division bench comprising chief justice Arjan Kumar Sikri and justice Rakesh Kumar Jain directed the HPSC to finalise the names of the experts for each subject and submit them in a sealed cover to the court within four weeks. The high court also directed that the experts' committee, within four weeks, would look into all representations received by the HPSC from various candidates. The commission would declare the fresh results of HCS preliminary examinations on percentile basis as per the report of the experts' committee to be constituted subject wise. The decision came on a petition filed by HPSC, challenging single-judge bench's order dated August 30 before the division bench. During the resumed hearing of the case on Monday, advocate Vijay Kumar Jindal, representing the candidates, argued: "The commission should be directed to submit the names of experts in a sealed cover to the high court so that transparency can be maintained." He said answer key of every examination should be made public after the examination, as there always remained a chance of questions being wrong. As per the earlier court directions, candidates also submitted a list of subject-wise disputed questions stating that till date the commission had not been able to find out all wrong questions which were much more in number as accepted by the commission. Sunil Dhull and Dr Ashok Kumar, who had challenged the examination process, submitted in their reply to the court that in general studies paper, 80 questions out of 100 were picked up as it is from Unique Publication 2011 edition, which speaks volumes about the examination process. They submitted a list of 65 disputed questions in five subjects - general studies (21), public administration (11), history (17), geography (8) and chemistry (8). The case was disposed of by the high court on 3rd December, with directions to the commission.
Disposing of 21 petitions, single-judge bench of the high court in its judgment had postponed the main written examination scheduled for September 2 and had directed the commission to constitute an experts' committee to decide 151 representations received from various candidates. However, the commission was against the constitution of an experts' committee. The preliminary examination was conducted on March 25 for 151 posts in which 41,366 candidates had appeared. The result was declared on May 4 and since the unsuccessful candidates were not satisfied, they had moved the high court, challenging the conduct of the examination. On the basis of the May 4 result, 2,409 candidates had qualified for admission to the main written examination. The HPSC had chosen to award marks for all wrong questions instead of following a more credible and transparent method of referring the matter to experts for settling the issue. CASE UPDATE OF 29 NOVEMBER: The Haryana Public Service Commission on 29 November agreed in principle to constitute a subject-wise committee of experts to consider representations received by it after releasing answer key of  preliminary examination for HCS (Executive Branch) and allied services. The Commission accepted that 40 questions were found to be wrong. According to HPSC over 287 representations have so far been received by the Commission. Approximately 136 representations were received after the publishing of the answer keys, while 151 were received just after the examination. On 27 November, 2012 the HPSC had suggested that it would reduce the cut off marks in the merit list of preliminary examination of Haryana Civil Service (Executive). If accepted, candidates securing 132.06 marks in the general category in the preliminary examinations would also be allowed to appear for the main examination. Earlier the cut off marks were 134. The revised cut off in SC category would be 116.33 against 120 earlier, and would be 130.08 in the BC category against 133 earlier. In the ESM category, the suggested cut off is 109.48 compare to 113 earlier, while in physically handicapped category, it has been suggested to revise the cut off as 121.44, instead of 125 marks earlier.

71 New Candidates in Pre. Pass list

The Punjab and Haryana high court on Tuesday directed the Haryana Public Service Commission (HPSC) to submit details of wrong questions found in preliminary examination of Haryana Civil Services (executive branch) and other allied services, 2011, within two days to the court.
The c as e will now come up for hearing on Thursday. The direction came on a petition filed by the HPSC before a division bench, comprising chief justice Arjan Kumar Sikri and justice Rakesh Kumar Jain.
The HPSC had approached the division bench, saying it was not practical for it to follow the directions issued by the single judge bench on August 30. The HPSC had later chosen to award candidates grace marks.
The high court had, on September 4, di rect ed t he HPSC to inform it about the impact on the result if the undisputed and wrong questions are deleted, and result of that subject is prepared on the strength of remaining questions on percentile basis.
The HPSC on Tuesday informed the court that after preparing the result on percentile basis and deletion of wrong questions, 212 candidates are to be excluded and 71 new candidates are to be included.
The commission submitted that of the new candidates who can appear in the main examination, 12 are petitioners. It was submitted that the cut-off marks of the last declared qualified candidate after preparation of the result was 132.06. This means that candidates, who were earlier declared qualified but were later excluded in view of the result prepared on percentile basis, and those who were not the petitioners and not within the cut-off zone are eligible to sit for the main examination.
The court was informed that after publishing the answer keys, number of answers found to be wrong by the paper setters out of disputed questions in nine subjects come to 42. Appearing for the petitioner candidates, advocate Vijay Kumar Jindal said the HPSC had sent the representations by the candidates regarding discrepancies in questions to paper setters, which is illegal.
“The representations should be scrutinised by a committee of experts,” he said. The preliminary examination was conducted on March 25 for 151 posts, in which 41,366 candidates had appeared.
The result was declared on May 4.
Since unsuccessful candidates were not satisfied with the result, they had moved the high court, challenging the conduct of examination. On the basis of the result, 2,409 candidates had qualified for admission to the main written exam scheduled from September 2. (Courtesy HT)

Taking up a petition filed by the Haryana Public Service Commission (HPSC), the Punjab and Haryana high court on 9 October, issued notices to 21 candidates, including Sunil Dhull who had challenged the process of preliminary examination of Haryana Civil Services (executive branch) and other allied services, 2011, initially.
The petition came up for hearing before the division bench, comprising chief justice Arjan Kumar Sikri and justice Rakesh Kumar Jain, on 09-10-2012. Earlier, the HPSC had filed only one appeal in the case - HPSC versus Sushil Malik and others - on September 4. The case will now be heard on November 27. The HPSC had approached the division bench saying it was not practical for it to follow the directions issued by the single judge on August 30. The preliminary examination was conducted on March 25 for 151 posts for which 41,366 candidates appeared. The result was declared on May 4 and since the unsuccessful candidates were not satisfied, they had moved the high court, challenging the conduct of examination. On the basis of the May 4 result, 2,409 candidates had qualified for admission to the main written exam, scheduled from September 2. The single judge bench had directed the HPSC to constitute an experts’ committee to decide 151 representations received from candidates with many other directions.
On September 4, the division bench had stayed the August 30 order passed by the single judge except the directions in which it was ordered that the commission would upload answer keys of the preliminary examination on its website to call representations from candidates within a reasonable time.  Honourable Double bench has stayed the single bench order. However HPSC will publish answer key within 10 days. No passed students are going to fail but unsuceessful students will find the place in mains. But it seems non-geography and non-political science students is going to be benefited. Mains will be held now in November, since upsc mains is scheduled in October. So guys you have two months time for mains preparation. Best of luck.

OLD ORDER (30th August, 2012)
After the order of Punjab and Haryana High court, HCS mains examination has been stayed for further order. It was scheduled from 2nd September. But now it has been postponed for further order. Justice Augustine George Masih delivered the judgment on 30th August. HCS preliminary examination was held on 25 March, 2012. Total 41366 students has appeared in preliminary examination.


Writ petitions were allowed with following directions :-

(i)  The Haryana Public Service Commission  shall constitute a Committee of Experts to consider  the 151 representations received by the Commission in pursuance to Clause 9 of the booklet of question papers and submit its report to the Commission. Commission shall consider the same and take 
steps in accordance with the law;
(ii)  The Haryana Public Service Commission  shall publish the answer key of the preliminary examination within a period of three days from today, call for the representations from the 
candidates within a reasonable time, on receipt thereof, if any, the same be referred to a Committee of Experts, which shall consider these representations and submit its opinion to the Commission 
which shall thereafter take a decision thereon and take appropriate steps in accordance with law. 
In case, discrepancies are found in the question papers/answer keys as per the report of the Committee of Experts, corrective measures be taken by the Commission and the following be also taken into consideration, i.e.  wherever the question(s) in respect of which the option shown to be correct in 
the answer key is incorrect and instead another option as determined by the Committee of Experts is found to be correct, answer key be corrected. Question(s) in respect of which the 
answer in the answer key is debatable or question(s) in respect of CWP No.10309 of 2012 & connected matters     which there  is/are more than one correct option or questions in 
respect of which none of the options is correct or question(s) which is/are confusing or do not supply complete information for a clear answer, would have to be removed from the purview of 
examination. In the case of paper of General Studies, answers be evaluated accordingly of all the candidates. 
Optional papers: However, in the case of optional subjects, the Commission shall have no option but to order re-examination in the said optional paper(s) if discrepancies in question 
paper(s)/answer key(s) is/are of such a nature where the question(s) is/are to be deleted.  
The result be thereafter compiled and declared only after the above process is given effect to. 
The main written examination, which is fixed for 2.9.2012 shall stand postponed till the above exercise is 
completed by the Commission. 
The said Optional papers are: Geography (5 wrong questions), Electrical Engineering (2 questions), Political Science (3 questions), Physics (1 question). Grace marks were awarded to all the students of these optional papers equivalent to wrong questions. However no grace marks were awarded to other optional papers.

 Bihar Staff Selection Commission had declared the result of first Graduate level preliminary examination on 12 April, 2012. After model answer publication, some answers were claimed to be wrong by some unsuccessful candidates. Hence a civil writ was filed in honorable Patna High Court. This writ petition (CWJC 10268/2012) is pending before honorable Justice Prakash Chandra Verma, and is yet to be disposed off. Due to this writ petition everybody is in dilemma which includes successful too. In a present scenario three options are available, namely;
      1.   Extra result will be published,
      2. Revised result will be published or
      3. Neither extra nor revised result will be published.
  One might say that canceling the examination is also one of the options, but chances are very blink for this option. In any case BSSC will conduct the mains examination in near future. BSSC will declare the mains examination date, once writ petition is disposed off, and accordingly it will follow the procedures. Whatever  decision is pronounced, in all the cases, you have only two to four months left  for the preparation of next and final phase of the examination. So why are you wasting your time? Those candidates, who have cleared prelims earlier and those candidates whose marks are less than 20 to 25 to the cutoffs of their respective categories, should not waste their time. Since this examination has provided very good opportunity, then you should start your preparation, without investing your energy in enquiring about when, why, how and what of the examination. To give positive impetus to your preparation, this forum is providing you some of the strategies to clear the mains through this post:
      1. First of all go through the syllabus of mains examination, which has been described after the strategies of this post, study it intensively.
      2.  Since the syllabus of GK is similar to the prelims examination, hence you must read prelims questions thoroughly and analyze it through evaluation.
      3. During going through the prelims questions, identify your weak sections and strong sections. Then make a proper strategy to boost your weaker sections.
      4.  Study one guide or standard book for each section of General Study. Don’t read too many books for a single section. Lucent GK is good, but don’t rely wholly only on this book, since GS questions will be asked of the UPSC standard and only this book is not going to help you.
      5.  Give extra focus on Current affairs. Either purchase a current affairs book or go through the last 12 months issues of a competitive magazine.
      6.   Don’t forget Bihar. Questions were asked from this section in prelims, and mains is no exception. So during preparation study Bihar perspective of all the sections.
      7.  For Math and Reasoning, one standard book for each section should be practiced. These two sections demand practice, practice and practice. Only reading theories are not going to help you. So during reading theories, always solve some examples.
      8. Solve objective type questions of different competitive examinations. First of all, collect these papers from different sources, which include magazine and books, and then solve these papers in scheduled time frame.
     9. And last but not the least, don’t forget General Hindi. Although it is not a big hurdle, yet you shouldn’t overlook it. Go through the General Hindi objective questions of a particular examination, if you find some difficulties during solving these questions, then this paper demands some home work for you, otherwise just practice objective sets. After all its marks is not going to decide your final merit.

Bihar excise sub inspector examination will be held on 02-09-2012 in three sittings for three papers namely; Hindi Composition, English Composition and General Knowledge. It is clearly mentioned in admit card that students will be provided OMR answer sheet and they have to bring blue/black ball point pen for answering the questions. Hence it is certain that objective types questions will be asked. Although Commission has not published it’s syllabus yet we are explaining here the syllabus from different sources:

Hindi Composition:  

  English Composition: Comprehension, Common errors, fill in the blanks, antonyms, synonyms etc.
       
      General Knowledge: The paper on general knowledge will include questions covering the following fields of knowledge: General science, current events of national and international importance, history and culture of India, geography, Indian polity, Indian economy, Indian national movement and freedom struggle, census of India. Questions related to culture, history, geography, polity, census and current of Bihar will also be asked.
           
        These topics are merely informational. For better preparation you should practice previously asked questions in different examinations of same nature.  One Gk guide and one current affairs book are sufficient for General Knowledge section. For Hindi composition go through the any Hindi Grammar book and for English, it is better to practice more and more. Best of luck.

Although this process has been published by Uttrakhand Public Service Commission, yet this process is followed by all the commissions of India.  So far, about all these procedures, nobody knew the reality; each has its own sense of thinking. Since all these procedures were considered confidential, it was very impossible for someone to know all the processes. If we go through the Uttarkhand Public Service Commission procedure, it seems commissions pass through many routes to declare the result. It is indeed a tough procedure. IAS MAINS 2012 STRATEGY


Civil Services Mains Examination 2012 will commence from October 5. Those who have qualified prelims, it is a very good opportunity to join the premier services of India. It is a very good opportunity because number of seats filled by this examination is more than 1000. And we are reading from various sources that numbers of vacant posts are more than 1000. So invest your whole energy, give 100 percent commitment, take it as your last attempt and last but not least, keep it in mind that it is you who can do it. Only hard labor can transport you to Mussoorie. And one more thing, difference between ordinary and extra-ordinary is extra. So extra effort is needed to secure a place in your desired service. Here are some of the strategies (especially for General Study papers) which can help you to crack the mains examination:
1. Don’t take General Study lightly: Some students have a bad tendency to give too much attention on Optional papers, and they think that general study can be prepared in 20 to 30 days. This is bad habit. You can lose the race by ignoring GS. Scoring high in general study paper is easier than optional papers. Due to short questions and “to the point” answering behavior one can score high in General Study.
2.  Don’t focus too much on only those two or three sections of syllabus which are interesting for you. Because question asking pattern has changed drastically since mains 2009. Everything is mixed. Since mains 2009, in Modern India and culture section, questions are asked from polity and Indian geography, apart from freedom struggle. It means now each section of GS is important.
3. Number of short answering questions has been increased. Questions which have to be answered in 50 words (5 marks), are factual in nature. And one more thing, all the questions asked in this category, are almost compulsory. So you can’t have any other options except answering. And if you take the risk of overlooking it, it will be tough for you to score in General Study.
4.  Don’t ignore Current Affairs: About 70 percent Questions are asked from this section. The fact is that it is the most important section of General Study. Even questions asked in other sections have some current basis. So in General Study give priority to current affairs. Editorial, Science section, world section of newspapers are important. Don’t read them but study them like your books. Here are some of the  sources which can help you for this section, in fact for each section:
a. Newspapers: The Hindu, The times of India, The Hindustan Times and The Indian Express
b. Magazines: World Focus, Yojana, Frontline, Civil Services Chronicle (English and Hindi)
c. Websites: The economist, Science and Nature magazine sites, BBC news
d.  Reports and publication of government.
5.   Focus on Terminologies: Terminologies play major part in high scoring. Terminologies are asked in each section, particularly in Science and Technology, Indian Economy, Indian Geography and International. Everyday note down terminologies from newspapers and memorize it. You will be in a better position to answer such types of questions in examination hall.
6.  Better Time Management: Time management before examination and in the examination hall is one of the important factors for success in civil services examination. Don’t waste your precious time in reading too much books and newspapers. One or two books for a topic are sufficient. Similarly in examination hall, don’t write beyond word limit, since examiner is not going to award you more than full marks. So each question of a paper is important.
7. Creativity: You know success rate is very low in civil services examination. Everybody try their best to perform. But ultimately very few find a place in final list. Hence, do something special so that your answers reflect what you want to say, and what a examiner wants to know. Creativity is  one of them. Write original answer. Original writing means, your answers shouldn’t be reflecting the lines of any famous writer's books. Add some graphics and data’s in your answers. Give some examples to certify the views expressed by you in answers.
8.Read carefully: In examination hall, always read questions carefully. Underline the different aspects which are asked in question. It will help you to answering the all aspects of question. Keep revisiting the question during answering.
Apart from these factors, there are some other factors which are important for success in mains examination. Mains examination is over and according to the sources answer sheet checking is in process, and it is said that BPSC chairman K.C. Saha is monitoring the whole process so that it is completed in two to three months. However it will take time. One can expect mains result latest by December-January. But those who have appeared in mains examination, shouldn’t waste their time, they should start preparation for interview. Interview is important in BPSC. Because it has seen that differences between the cutoff marks and a large number of mains qualified students marks were not so wide. Hence 150 marks of interview matter. Since currently there are three members in BPSC, namely K.C. Saha (Chairman),  Syed Imtiaz Uddin (Member) and Rajyabardhan Sharma (Member) so, there will be three board of interview. Each board contains five members including chairman. Members of BPSC chair the board. Here I am presenting some of the experiences of those students who appeared in interview and some of the questions asked from them:
1. Experiences say that at first instances they ask your roll number. If your roll number is 12345, then don’t tell it like “Ek Lakh Teis Hazar Paitalish”. But simply say 12345.
2. Your background knowledge will play important role. One student belonging to Vaishali was asked to tell about the historical importance of Vaishali. Similarly your education background (institution, degree, subjects etc) will also play major role. One student was asked about MA degree and JNU.
3. Development of Bihar: Must remember new emergence of Bihar. So you must be acquainted with recent achievements of Bihar in different sectors, particularly economic achievements. One students was asked that whether corruption exist in Bihar or not.
4. Current Happenings: You must gather information on national and international events. Last year a question was asked: why Barak Obama was given a Nobel Prize? Will you justify that? One more question was asked about Tony Blair. This year topics like Olympic, South China Sea, Grid failure, President Election, Syria wars etc are important.
5. National and State issues: You need to aware with the issues which are finding headlines in newspapers. Last year a question was asked about Naxalism. This year corruption, Lokpal bill, Economic reforms etc are burning issues.

There are more topics and fields from which questions are being asked and might be asked. So Keep reading newspapers and current magazines and discuss with friends and organize mock interviews with your group. Best of luck.
