BPSC 53-55th result: The waiting will soon be over

Patna High Court Order on BPSC 53-55th result: On 28-02-2013 honorable Justice Mihir Kumar Jha issued notice to BPSC and Bihar government on Bihar Audit Service. Some students have challenged against adding 100 Lekhadhikari post in this vacancy. According to the petitioner examination of state civil services and Audit service are different. They also say that no advertisement were advertised for Lekhadhikari post. So without advertisement BPSC can not recruit candidates. Honorable justice ordered that fate of 53-55th mains examination result will depend on this petition. State government has to respond within a week. Now wait one more week for this case result.
Creation of Circle Officer post and cabinet decision: Bihar Cabinet today (26-02-2013) gave green signal to the creation of Posts of 'Anchaladhikari' (Bihar Revenue Service). This decision was taken in Today's Cabinet meeting chaired by Bihar Chief Minister. However it is not clear, whether these posts will be added in current examination or in next advertisement. But chances are that State government will not wait three more years for these crucial posts. Hence it might be added this year. Some confusions are still there. For example, what is the meaning of 'creation of Anchaladhikari' post, when post is already there? Everything will be clear in a few days.
I had said in my one of the posts that "Patience is youth treasury, but making them patient on the name of patience is tragedy." In the BPSC 53-55th case, it is quite implicit that how a constitutional body like BPSC is testing the patience of poor unemployed youths of Bihar. Almost 9 months have passed, result has not been declared so far. UPSC declared the result within 3 months, JPSC declared in 3 months. Nobody knows why BPSC is delaying the result. Now everybody is guessing that it will be declared latest by 15th March. That is not far too away. But out of 13000, only 3000-3500 will get chance of personality test. Rest 10000 will get nothing in this waiting. Such is the state of affairs of BPSC. I am not pessimistic, neither I am making you pessimistic, but who can guarantee that everything will be fine  in the coming result. And who can guarantee that BPSC will not repeat it's mistake, as it did in 48-52nd examination. I was going through the marks of first 200 students who appeared in the 48-52 mains examination. What I found, was astonishing. None (except 3 to 4 students) of those first 200 students got more than 690 marks, except those who had opted Anthropology, Philosophy and Farsi. Even scoring 660 marks was tough last year, if your optional were not from these three optional. On the contrary, due to one of these three optional papers, candidates made their place in the interview list. Will BPSC except it's fault? Not at all. Anyway that was last examination. You may ask that why I am giving these facts at the time of result. Well, it has some positive implications, that is why I gave all these analysis. 

Above analysis clearly shows that even scoring 670 marks in the mains examination is tough, if marks are not awarded blindly in a few subjects. Although BPSC history says that some subjects always outperform rest of the subjects alternatively, yet one should not loose hope seeing the number of record posts. Don't forget that BPSC will not follow moderation or scaling in this examination. Hence if one or two subjects score comparatively better, it will not be surprising. But at the same time, one can accept that last year, which was not mere mistake but was a clear case of negligence where 179 marks were awarded in Anthropology and Philosophy, will not be repeated. 

Currently, number of posts are 1106. Vigilance DySP posts will be added in a few days after some corrections in the minimum age requirement. As far as Bihar Revenue Service Posts are concerned, it is quite clear that Bihar government Land and Revenue department has committed mistake. Bihar Revenue Service rule clearly say that Circle Inspector posts will be filled by Commission. In the rule commission has been defined as Bihar Public Service Commission. Hence these posts are to filled by BPSC and not by BSSC. If this correction is not amended, then one can move court. However, there is a buzz that the state government has amended its rule, some posts of Circle Officer will be filled by BPSC directly. Since CI recruited by BSSC will take 15 years to become CO, it is tough for government to function without officers. It means, one can expect addition of CO posts in current vacancy.

Now as far as cut off is concerned, if last examination mistakes are not repeated then one can expect interview call if one has scored 670 marks in general category. As I said earlier, that two subjects alternatively performs better, this year can not be a exception. But last examination was exceptional case. It is better to forget that and move ahead. This year, it is not easy to score even 670 marks. Hence, despite some subjects do better, cut off will not, I hope so, cross 680 marks. Although you can say that there is nothing new in this post, but now only you can expect something new from BPSC. It is matter of two weeks, keep praying for the best.

Bihar Staff Selection Commission conducted first graduate level mains examination (Sachiwalaya Sahayak Examination) on 27 January, 2013. Mains examination question paper and Answer key have been provided on Commission's website. Any error in question paper or in answer can be informed to BSSC till 31 January, 2013. After then no complain will be entertained. It shows that BSSC is serious in declaring the result as soon as possible. It can be expected before 20 February, 2013. 

    As far standard of questions are concerned, it was a mix bag. It was not on the pattern of preliminary examination. All sections were mixed. There were very few questions from math. Except 5 to 6 questions of word formation , all reasoning questions were not so tough.   GK questions were not so lengthy as it was in the mains. In the Reasoning section unlike PT. examination, not too many questions were asked from arithmetic. It means GS and Science questions are going to decide the final merit. One can say that it was little easy. 

        Keeping all these factors in mind one can expect a cut off marks based on one's performance. Since the General Hindi paper was qualifying in nature, hence its marks will not be added in the merit list preparation. So merit list will be prepared on the marks scored in Second sitting's paper only. In the preliminary examination cut off for general candidate's was 342 (on the basis of first result). In the mains examination cut off will be certainly go higher. How much, it is very tough to say. But one can guess and say that it will be around 390-400 marks for general category. It may be wrong, but is only speculation. Now it is up to you, to debate on the cut off. However BSSC is not going to give you enough time in debating the result, because final result can be expected anytime after 15 February. Total number of seats are 3285.

No Objection in Declaring result of BPSC 53-55th Examination

Now there is no objection before BPSC in declaring the result of 53-55th combined competitive mains examination. A writ was pending in the bench of Honorable Chief Justice of Patna High Court against the combined examination held by BPSC. A bunch of petitioners had filed writ against holding the combined examination. According to the petitioners, BPSC can't hold two or three examination in one go. It was illegal. But Honorable Chief Justice Rekha M. Doshit and Ahsanuddin Ammanullah rejected their petitions on 15 Januray, 2013.. It means BPSC can now declare the result of 53-55th mains examination. Similarly it can now advertise the vacancies for next combined examination.

BPSC 53-55TH EXAMINATION: 284 RDO POSTS ADDED

Bihar Government Rural Development Department, via Personnel Department, has sent requisition for 284 more posts of RDO to BPSC. The said department had already sent 250 seats earlier. Since total cadre strength of Rural Development Officer (RDO) is 534. It was decided that all the posts should be filled on one go. Hence, rest 284 posts will also be filled through 53-55th examination. Apart from 284 posts of RDO, requisition for more than 30 posts of Minority Welfare Officer have also been sent to BPSC. These posts will be filled through the said examination. According to the sources, total seats, to be filled by 53-55th mains examination, have increased to 1063. Chances of adding more posts can not be ruled out. Even in 48-52nd examination, requisition for District Education Officer posts were sent after mains examination. It means, one can expect about 1100 posts in the said examination. It also means that about 3000 students will be called for interview. More seats and more students mean lower cut off. One more thing, unlike 48-52 examination, no boom factor is going to play any role this year. Keeping all these factors in mind, Cut off for general category is not going to exceed 690. However, as far as BPSC examination is concerned, using 'certainty' word is little risky. Hence 'disclaimer me', is added here.  Result might be declared latest by the second week of February. In fact, simultaneously with tabulation, preparation of interview panel lists has been started in BPSC office. So I pray success for all my friends who are attached with this blog. Honorable Patna High Court had delivered the Judgement on 30 October, 2012 on first graduate level examination. Mains examination is scheduled on 27th January, 2013. According to the Judgment copy following points were raised during hearing: 

1. Cancellation of result of Graduate Level Preliminary Test Examination, 2010 

2.Handing over the investigation to C.B.I. after registering a formal F.I.R

3. Impugned result on the ground that some of the questions were wrong, some had wrong answers, some were repeat questions of UPSC PT examination.

4. Some general aptitude  questions were more mathematics based than being general

5. The qualifying marks ought to have been lowered, as some of the questions had in appropriate data to chose the correct answers.

What Commission did?

1. The Commission constituted an expert committee consisting of expert teachers of all subjects to re-evaluate the questions and Model answers of the examination. The Commission  found that Model answers chosen for the test  in respect of question nos. 1, 80, 89, 93 and 130 were not correct and as such recommended the correct answer provided in the multiple choices.

2.Question no.27 has two correct answers namely option C and D, but evaluation was done on the basis of option C.

3. The Commission on re-evaluation found that question nos. 141, 142 and 143 had in appropriate data to 

choose two correct answers.The commission gave equal marks to all these candidates for these three questions.

4. Question no.19 was deleted as it had no correct answers.

5. Commission said that the elements of Math in general aptitude test was too general and too incidental and would fall in mental ability test category and was not mathematics based.

6. question no.117 was a general reasoning question and cannot be said to be out of syllabus as petitioners have prayed.

7. CBI opposes the prayer and submits that petitioners have not brought any tangible materials on record to show the collusion of the officials either in preparing question papers or its evaluation.

8. over 15 questions asked in the P.T. examination were repeat questions of UPSC PT examinations held in 2006 and it gave advantage to those who had taken the said UPSC PT examination. The grievance of the petitioners was rejected on two grounds. Firstly; there is no bar repeating the UPSC PT questions in any other examinations including the examination conducted by Bihar Staff Selection Commission for Graduate Level, secondly; the UPSC PT examination was held in the year 2006 and the instant examination was being held in the year 2010, as such the point  agreed by the petitioners is devoid on any merit and is rejected.

After changing State Civil Services Preliminary examination syllabus, Jharkhand Public Service Commission is in the process of changing the mains examination syllabus. According to the sources JPSC is in contact with those state public service commission's who have already changed state civil services mains examination syllabus. According to the JPSC, 6th State Combined Civil Services mains Examination will be based on new pattern in which all papers will be compulsory. It means no optional papers will be in the mains examination. JPSC has already announced the changes in preliminary examination. Fifth State Civil Services Preliminary examination will be conducted without any optional papers. Commission is saying that a lot of problems were emerged during evaluation process in 4th civil services mains examination. Some subjects marking made JPSC to think about the changes in the mains examination. A committee under B.S. Dubey will sit in January 2013 to ponder about the changes. So, be ready for optional less and all compulsory based 6th State Civil Services mains examination. 
CHHATTISGARH STATE CIVIL SERVICES MAINS WITHOUT OPTIONAL: Chhattisgarh Public Service Commission has published the advertisement for State Civil Services Examination. According to the mains syllabus, candidates need to appear in all 7 compulsory papers. It means no optional papers in mains examination.

After a long wait, Bihar Staff Selection Commission (BSSC) has finally published the revised result. Total 27289 students have been declared successful in revised result which include earlier successful students. Honorable Patna High Court on 30 October, 2012, had rejected the bunch of petitions filled against result of first graduate level examination. But the Court had ordered not to fail those 935 students who were declared successful in preliminary result but were failing after revaluation of answer sheets. According to the Commission total 1415 new students succeeded in revaluation. But problem arose, when some candidates scores were equal or more than those candidates who were not in the passed list. To short out this problem Commission sought suggestion from General Administration department. In turn, General Department sought guidance from Department of Law. After more than one and half month, General Administration Department sent its suggestion to the Commission. One can say that BSSC might have avoided this delay. It should have sought suggestions from Bihar Public Service Commission, which had faced similar situation in 53-55th preliminary result. But BPSC declared the result within a week without seeking guidance from any departments.  Any way, successful students should now concentrate on mains examination which is the most important phase.

So, after a long discussion Jharkhand Public Service Commission finally published the syllabus of state civil services examination. Jharkhand Public Service Commission announced that this change will be implemented in forthcoming state civil services examination. It means no Optional paper in preliminary examination. This blog had first reported about the changes. It was anticipated seeing the changes in UPSC as well as other state public service commission's changes. However, JPSC hasn't followed the CSAT syllabus of UPSC completely. Due to Optional papers in preliminary, JPSC followed scaling in fourth State Civil Services Examination. But this scaling didn't solve the problem and some students protested against this. Even a writ was filled in the Honorable High Court. Seeing the controversies, JPSC constituted a committee to suggest proposed changes. On the recommendations of said committee JPSC decided to do away with the optional in preliminary examination. However status quo has been maintained in the mains examination.

According to the syllabus released by JPSC, Preliminary examination will consist two paper, namely General Studies-1 and General Studies-2. These papers will be of multiple choices. Syllabus:

JSSC VS. BSSC SACHIVALAYA SAHAYAK EXAMINATION

Jharkhand Staff Selection will held Sachivalaya Sahayak Mains Examination on 16^th December, 2012. Admit Card for JSSC mains examination has been uploaded on the commission’s website (http://www.jssc.in/). If nothing unusual happens, then final result will be declared by January 2013 itself. Now compare JSSC examination with Bihar Staff Selection Commission’s Sachivalaya Sahayak Examination (First Graduate level). BSSC had advertised the first graduate level vacancies on 17^th June, 2010 (click here for complete advertisement for BSSC First Graduate Level Examination). After one and half years of wait, preliminary examination was held on 18^th December, 2011. Result of preliminary examination was declared on 12 April, 2012 (click here for preliminary result). Due to some defects in model answer, unsuccessful candidates filed a writ petition in the Patna High Court. On 30^th October, 2012, Honorable Justice Samarendra Pratap Singh supported the BSSC logic and rejected the bunch of petitions filed by unsuccessful candidates. However, honorable Justice directed BSSC not to fail those candidates who have already been declared successful in the result. According to BSSC, number of such candidates are 935. After this verdict, BSSC chairman JRK Rao announced that commission would declare extra 1415 result and mains would be held between 16 to 20 December in Patna and final result would be declared on 13^th January, 2013. But, so far no extra result has been declared. It is said that one legal aspect has emerged. According to the BSSC, there are few more students, who have scored more than those 935 students in respective categories. Hence they have sent a file to General Administration Department for suggestion. Now General Administration Department is saying that they have sent a file to state Law Department for further actions. Nobody knows when these concerned departments will send suggestion to BSSC. Now, who is responsible for all these messes? One can say without hesitation that BSSC is solely responsible for delay. One should not forget that same situation had arisen before Bihar Public Service Commission in 53-55^th preliminary result.  But, BPSC never sought suggestions from any department and declared the additional result within 10 days. But so far more than 1 and half months have passed; BSSC hasn't come out with additional result.  In this way, one can easily say that BSSC is still lying there, where it was in December 2011. 

                           Contrary to BSSC, Jharkhand Staff Selection Commission had advertised the vacancies in May 2012, (click here for JSSC advertisement) preliminary examination was held on 30^th September, 2012, preliminary result was declared on 14^th November, 2012 (click here for JSSC preliminary result), and now mains examination is scheduled on 16^th December, 2012. It means, JSSC took only 6 months but BSSC has taken more than 2 and half years, yet nobody knows when BSSC’s first graduate level mains examination will be held. Bihar Government has implemented Right to Service Act, but it seems BSSC is above this act, where ‘responsibility’ word is irrelevant. But amid these irresponsible deeds of BSSC, poor and unemployed youth of Bihar are suffering. Who cares?

PROPOSED CHANGES IN CIVIL SERVICES MAINS EXAMINATION

Dilemma over proposed changes in Civil Services Mains Examination, conducted by UPSC, has still not over. Nobody knows when changes, if any, will take place. According to the Ministry of Personnel, the Union Public Service Commission (UPSC) have submitted a proposal to the Central Government suggesting certain changes in the existing scheme of Civil Services (Main) Examination to make it more relevant with the present day, global as well as internal scenario on the basis of the report of a committee, constituted by the Commission under the chairmanship of Prof. Arun S.Nigavekar, former Chairman, University Grants Commission (UGC). Till now, no decision has been taken by the Government on these recommendations. This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Shri Avinash Pande in the Rajya Sabha on 6 December 2012. This statement doesn't clarify whether any change will take place in forthcoming examination or not. Everything will be clear on 2 February, 2013, when UPSC will notify the Civil Services Examination 2013 advertisement. But it is now quite clear that, UPSC have already submitted its recommendations on proposed changes in the mains examination. So, now ball is in the government's court.

Interviews of 559 students, declared successful in mains, were conducted between 30 October to 29 November 2012. Just one day after completion of interview, final result has been declared.

Jharkhand Public Service Commission has declared the much awaited 4th Combined Competitive Examination (State Civil Services) final result. Total 219 candidates have been declared successful. Lekhraj Nag is topper in Jharkhand Administrative service. Congratulation to those, who succeeded to get enrolled in final list, and for those who are not in list, better luck next time. And congratulation to JPSC who ultimately came out from the flood of controversies. Perhaps, never before in the history of civil services examination (in All India) preliminary result was revised three to four times. At the same time JPSC declared the mains result in three months, which is also a record. Some may doubt on whole process, seeing the past records of JPSC, but kudos to the chairman Shri Shiv Basant, who proved himself a good administrator, and came out successfully from those so called controversies.  Anyway, those who missed in preliminary qualified list, those who missed in mains qualified list and those who missed in the final merit list, world doesn't end here, start preparing for JPSC's 5th civil services examination.

BIHAR GOVERNMENT JOB REPORT CARD: 2 LAKH JOB ON PAPER

Patience is youth's treasury, but making them patient is tragedy

Bihar Chief Minister Nitish Kumar presented its 7 years report card ‘Nyay Ke Sath Vikash ke 7 Saal’ on 24 November, 2012. In this report card, the government has announced that in coming years more than 2 lakh vacancies will be filled and so more than 2 lakh unemployed will be employed. No doubt this announcement will make some unemployed youth happy. They will now start dreaming for a job in coming future which has yet not fulfilled in the last seven years. Government announcement shows it is at least serious about the unemployment in the state. But the moot question is that whether this announcement will remain on paper or will this target ever be fulfilled? If we look back in the last seven years, employment achievement of the government, it shows some different pictures. No doubt a large number of unemployed in the state were provided jobs. Government has succeeded, however partially, in preventing brain drain. Even in the context of laborers and at some extent educated youths, signs of reverse migration were noticed. It shows that some opportunities were created that is why educated youths as well as laborers are returning in Bihar. But we shouldn't forget that:

1.      A large number of youths were employed on contractual basis where they get merely Rs. 5000 to 10000 which is not sufficient when we imagine 10 percent inflation.
2.       Contractual job means uncertain future. Nobody can guarantee their future.
3.      State Public Service Commission and State Staff Selection Commission have advertised thousands of permanent jobs. But the functioning of these institutions shows that even 3 years are not sufficient for recommendations. For example, Bihar Staff Selection Commission had invited applications for first graduate level examination in 2010, now we are knocking the door of 2013, but process has not completed yet. Similarly in the case of BPSC’s 53-55 advertisement, mains result is yet to be announced.

Some more doubts are in mind, which force us not to accept every announcement as a reality. But there is no other way in front of Unemployed youths of Bihar. They are waiting for years and they can wait for more years. Patience is their treasury, but making them patient is tragedy.  State recruiting bodies should realize it. State government’s intention is good, but only good intention is not sufficient. Everybody should respect youth power.

RAJASTHAN PUBLIC SERVICE COMMISSION

Rajasthan Public Service Commission has declared the RAJASTHAN STATE & SUBORDINATE SERVICES COMBINED COMPETITIVE (PRELIMINARY) EXAMINATION, 2012 HELD ON 14-06-2012. Total 3,87,887 candidates had applied for 1121 posts. Out of these applicants 2,55,178 appeared in the examination and 23888 have qualified for the mains examination. Mains examination date will be announced soon. Commission has also published cut off marks.

JHARKHAND CDPO VACANCIES

VACANCIES OPEN FOR ALL: Jharkhand CDPO vacancies are open for all candidates. It means even male candidates can apply. However, 50 percent seats (through direct recruitment) will be reserved for female candidates. Jharkhand cabinet cleared the CDPO rules on 22 November, 2012. JPSC will soon advertise the vacancies for CDPO.
Jharkhand Social Welfare Department cleared the ‘Jharkhand Child Development Officer Service Cadre’ (CDPO) rule on 14 November, 2012. Department of Law and Department of Finance have already given green signal to this rule. This clearance has paved the way for the appointment of total 123 CDPO’s in the  state. Now after getting Social and Welfare Department clearance, state cabinet will discuss on these rules.  As soon as state cabinet clears the rule, vacancies, to be filled by the direct recruitment, will be advertised. According to the state Social Welfare Department, out of 123 posts, 75 percent posts will be filled by direct recruitment through the competitive examination which will be conducted by Jharkhand Public Service Commission (JPSC) and rest 25 percent posts will be filled by promotion. Women Supervisors will be promoted as a CDPO under promotion quota posts.  After appointment, CDPO’s will be promoted on ‘District Social Welfare Officer’ as a first promotion. As per department, Currently 100 CDPO’s are working and more than 50 percent seats are lying vacant.

Jharkhand Staff Selection Commission has declared the result of Secretariat Service examination 2012. Examination was conducted on 30 September, 2012. Total 6646 students have been declared qualified for the mains examination. Mains examination is scheduled to be held on 16 December, 2012. Total 1332 posts were advertised through the notification.

JHARKHAND PUBLIC SERVICE COMMISSION WILL DECLARE THE FINAL RESULT OF 4TH STATE CIVIL SERVICES COMPETITIVE EXAMINATION IN THE LAST WEEK OF NOVEMBER 2012. RPSC RAS/RTS PRELIMINARY EXAM. 2012 RESULT

Rajsthan Public Service Commission will declare the RAS/RTS result within 10 days (or before). RPSC had planned to declare the result before Diwali. All staffs were working intensively to declare the preliminary result on 12 November, but they didn't succeed in their effort. Hence it was decided to declare the result after Diwali. So those aspirants who are awaiting their prelims result, wait for few more days. RAS/RTS preliminary examination was held on 14 June, 2012. Total 3,87,887 students had applied and 2,550,48 appeared in the above examination.

BSSC EXCISE SUB INSPECTOR RESULT DECLARED

Bihar Staff Selection Commission has declared the result of Excise Sub Inspector examination. Examination was conducted on 2 September, 2012. Total 185 students (2.5 times of seat) have been declared qualified for personality test which will be held in the last week of November 2012.

UPPCS MAINS IN THE LINE WITH MAHARASTRA PSC: NO OPTIONAL IN MAINS?

Uttar Pradesh Public Service Commission is planning to do away with optional in mains examination. It is planning to conduct state civil services mains examination on the verse of Maharashtra Public Service Commission. Maharashtra Public Service Commission has amended its mains syllabus where instead of two optional papers, six compulsory papers have been introduced. Maharashtra Public Service Commission has introduced these Compulsory papers in the mains examination:

1.           ENGLISH   (150 MARKS: SUBJECTIVE)
2.           MARATHI    (150 MARKS: SUBJECTIVE)
3.           GENERAL STUDIES 1: HISTORY AND GEOGRAPHY   (150 MARKS:   OBJECTIVE       TYPE)
4.         GENERAL STUDIES 2: INDIAN CONSTITUTION AND INDIAN POLITICS AND   LAW (150 MARKS: OBJECTIVE TYPE)
5.        GENERAL STUDIES 3: HUMAN RESOURCE DEVELOPMENT AND HUMAN RIGHTS (150 MARKS: OBJECTIVE TYPE
6.       GENERAL STUDIES 4: ECONOMY AND PLANNING, ECONOMICS OF DEVELOPMENT AND AGRICULTURE, SCIENCE AND TECHNOLOGY DEVELOPMENT (150 MARKS: OBJECTIVE TYPE)

 It is possible that UPPSC will follow this pattern with some changes. Instead of English and Marathi, General Hindi and Essay might be added in the state civil services syllabus. However, it is too early to say when this pattern will be followed. Discussion is still in the early stage. Since UPSC is also planning to change the pattern of civil services mains examination, obviously almost all the state public service commission will follow that pattern with some changes. UPPCS has already changed the pattern of preliminary examination. It has introduced aptitude test in the line with UPSC civil services examination.

Getting benefits of reservation, will not find a place in General Category list in Jharkhand

Jharkhand government has ordered state government job recruiting bodies not to include those reserved candidates name in general merit list who are getting benefits of reservation (age relaxation, more attempt etc) , despite these candidates getting equal marks to general candidates. A notification regarding this has been issued and it was implemented with immediate effect. It has been seen that many candidates despite appearing as a reserved candidates and getting benefits of reservation in the examinations, got selected in general category. For example, a reserved candidate got benefit of age relaxation, but got selected in general category, despite his age had crossed that of general category. Due to this trend many general category candidates failed in the competitive examinations. Seeing  this trend, general candidates had approached state government to mend the law on the line of Central government. Central Government has already made notification in this regard. Although reserved category candidates had opposed general candidates demand, saying that they should be considered general category if they got equal marks. But state government supported general category candidates observation. So, now those candidates who will apply as a reserved candidates and get reservation benefits, will be considered only in reserved category merit list.  

Maximum age limit increased 40 years in Madhya Pradesh

Madhya Pradesh Government has announced to increase maximum age limit for state civil services examination from current 35 years to 40 years. State Chief Minister Shri Shivraj Singh Chouhan made a statement regarding this in Reewa. However it is not clear, whether this announcement will be applied in current state civil services vacancies or not. But it is great relief as well good news for state civil services aspirants. A notification regarding this will be issued soon. However some retired bureaucrats have some reservations regarding maximum age relaxation.

MAINS EXAM NOT POSSIBLE IN DECEMBER: BSSC SECRETARY HAS SAID THAT SECRETARIAT SERVICE MAINS EXAMINATION IS ONLY POSSIBLE IN NEW YEAR. IT IS NOT POSSIBLE ON 16 DECEMBER. EARLIER THE CHAIRMAN HAD ANNOUNCED THAT EXAMINATION WILL BE HELD BETWEEN 16-20 DECEMBER. BUT ACCORDING TO THE SECRETARY, ADDITIONAL PASSED STUDENTS WILL BE GIVEN TIME TO FILL UP THE MAINS FORM AS WELL AS SEAT PREFERENCES. SO MOST PROBABLY FIRST GRADUATE LEVEL MAINS EXAMINATION WILL TAKE PLACE IN JANUARY 2013.

MORE THAN 3000 RESULT! 
BSSC IS PLANNING TO DECLARE MORE RESULT THAN 1415. EARLIER IT WAS ANNOUNCED THAT ONLY 1415 STUDENTS HAVE PASSED. BUT NOW PROBLEM HAS EMERGED IN THE WAY OF SAVING THOSE 935 STUDENTS, WHO WERE FAILING IN RE-EVALUATION, BUT WERE ALLOWED TO APPEAR IN THE MAINS EXAMINATION. HOWEVER SOME STUDENTS HAVE MORE MARKS THATN THOSE 935 STUDENTS. IF THEY ARE NOT DECLARED PASS, THEN THEY CAN MOVE HIGH COURT. THAT IS WHY NEW DELIBERATION IS GOING ON IN BSSC. CHANCES ARE THAT THOSE STUDENTS WHO ARE GETTING EQUAL OR MORE MARKS IN LINE WITH 935 STUDENTS (IN ALL CATEGORIES), WILL BE DECLARED PASSED. SO NOW, PERHAPS NOT 1415, BUT MORE THAN 3000 RESULT WILL BE PUBLISHED.

After a long wait, Honorable Patna High Court finally pronounced the Judgement. Judgement was delivered by Justice Samrendra Pratap Singh on 30 October, 2012. Honorable Judge rejected petitioners plea to cancel the examination and hold fresh examination. However Justice Singh directed BSSC to declare additional 1500 result. Earlier, case was in the bench of Justice Prakash Chandra Verma's court. He had ordered to re-evaluate the answer sheets after deleting controversial 10 questions. After Honourable Verma's elevation to double bench, case was transferred to Honorable Justice Samrendra Pratap Singh's Bench.  After fresh evaluation 935 passed students were failing in new result. 

Case number CWJC 10268/2012 was filed by Subhash Paswan and others against the result of first graduate level examination. Even Bihar Staff Selection Commission accepted its faults in model answer. It corrected itself by changing some answers and deleting some questions. Then it produced revised result to the high court. But Justice Prakash Chandra Verma had ordered to delete 10 controversial questions. 

So those who have already qualified and those who have qualified in new result, should now concentrate on mains examination. One month time will be given to fresh qualified students to fill up the mains application form. Mains examination will be held between December 16-20 in Patna. Mains Result will be published in the second week of January 2013. So without wasting your time, start preparing for mains examination. Books will not be allowed in mains examination. WHAT YOU SHOULD DO?

     1. First of all go through the syllabus of mains examination, which has been described after the strategies of this post, study it intensively.

      2.  Since the syllabus of GK is similar to the prelims examination, hence you must read prelims questions thoroughly and analyze it through evaluation.

      3. During going through the prelims questions, identify your weak sections and strong sections. Then make a proper strategy to boost your weaker sections.

      4.  Study one guide or standard book for each section of General Study. Don’t read too many books for a single section. Lucent GK is good, but don’t rely wholly only on this book, since GS questions will be asked of the UPSC standard and only this book is not going to help you.

      5.  Give extra focus on Current affairs. Either purchase a current affairs book or go through the last 12 months issues of a competitive magazine.

      6.   Don’t forget Bihar. Questions were asked from this section in prelims, and mains is no exception. So during preparation study Bihar perspective of all the sections.

      7.  For Math and Reasoning, one standard book for each section should be practiced. These two sections demand practice, practice and practice. Only reading theories are not going to help you. So during reading theories, always solve some examples.

      8. Solve objective type questions of different competitive examinations. First of all, collect these papers from different sources, which include magazine and books, and then solve these papers in scheduled time frame.

     9. And last but not the least, don’t forget General Hindi. Although it is not a big hurdle, yet you shouldn’t overlook it. Go through the General Hindi objective questions of a particular examination, if you find some difficulties during solving these questions, then this paper demands some home work for you, otherwise just practice objective sets. After all its marks is not going to decide your final merit.

30 NEW Dy.SP POSTS WILL BE CREATED IN BIHAR

According to the Bihar government more Deputy Superintendent of Police (Dy.SP)  needed to maintain law and order in the state. Against the sanctioned posts  of 476 Dy.SPs, currently only 326 Dy.SPs are in the job and for the population of  more than 10 crore, 591 Dy.SPs are required. Out of 476, more than one dozen Dy.SPs  will retire next year. Hence to fill this gap ‘Prashashi Padvarg Samiti’ has sanction 30 new Dy.SPs posts. State home department will soon issue notification regarding these new sanctioned posts. Then, government will send its demand to Bihar Public Service Commission for recommending suitable candidates for these posts.  

       According to the sources, to maintain national average of police personnel, state needed 85 new Dy.SPs . State Police Headquarters had sent proposal to state government for following Dy.SPs:

1.           16 for BMP
2.            25 for STF
3.           44 for CID and Special Branch

      It is said that state home department got proposal for creating 85 additional Dy.SP posts. After receiving this proposal, department sent it to finance department, which in turn expressed its inability to create 85 additional DySP posts.  Ultimately, all reached on consensus to create additional 30 new Dy.SPs  However it is not clear, whether these new posts will be added in 53 to 55^th or in next advertisement. BPSC's 53 to 55th civil services mains result is slated to be declared in the month of December-January.

FORGERY IN BIHAR STAFF SELECTION COMMISSION EXAMINATION

A big forgery has surfaced in almost all the examinations conducted (so far) by Bihar Staff Selection Commission (BSSC).  According to the Chairman of BSSC, no BSSC officials are involved in this scandal. Although it raises some questions which have to be answered by the BSSC. On October 20, State STF arrested 17 persons who were involved in the forgery. A group used to tell students not to fill up those questions’s answer on OMR sheet which they didn't know. In the night of the examination (after the examination) this group used to visit BSSC strong room with subject specialists. After opening strong room, with duplicate key, they made changes on the candidates’ OMR sheet. They did all the changes with the help of on duty police personnel. Some of the examinations in which such things were done, are; clerk examination, auditor examination, junior engineering examination. This group’s involvement was disclosed in the five examinations conducted by the commission. Now so many questions have been emerged, which have to be answered by the commission. How many students have passed the examination through forgery? Whether any staff of BSSC are involved or not? Although BSSC chairman is saying that no BSSC staff is involved, yet it is not beyond doubt. Because without the involvement of commission’s staff, it is very tough to find out omr sheets of some selective students, in the lakhs of OMR sheets. Although passing examination with wrongdoings is not new in Bihar. We all know a notorious don was arrested few years back. But since then nobody had thought that such things are still done by some groups.  Once again such types of disclosure will discomfort candidates of competitive examinations. These needed inquiry and to ensure transparency, state commission should ensure that not a single student compete the examination on wrongdoings.
